About the Accounts Chamber of the Russian Federation
The Accounts Chamber of the Russian Federation is the supreme state audit institution established in accordance with the Constitution of the Russian Federation. The Accounts Chamber develops a "sense of the taxpayer" and competently ensures the constitutional right of citizens to participate in the management of state affairs.
The tasks of the Accounts Chamber include organization and monitoring of the intended and effective use of federal budget funds and auditing the feasibility and efficiency of achieving strategic goals of social and economic development of the Russian Federation.
In the capacity of a parliamentary control body, the Accounts Chamber promotes transparency and efficiency in management of budget funds and public resources in general, promotes greater accountability of government bodies and increases orientation of their activities for implementation of public interests.
The mission of the Accounts Chamber is to promote fair and responsible governance as a prerequisite for developing Russian society and a dignified life of Russian citizens in a sustainable manner.
To implement its functions, the Accounts Chamber closely interacts with the State Duma and the Federation Council of the Federal Assembly of the Russian Federation, with federal authorities, civil and public control structures, as well as with law enforcement agencies.
In accordance with the Lima Declaration of the International Organization of Supreme Audit Institutions (INTOSAI), the Accounts Chamber of the Russian Federation is functionally and organizationally independent of the government authorities it audits. In 2018-2021, the Accounts Chamber of the Russian Federation is the President of INTOSAI.
