ACRF Journal: first results on auditing UN Sustainable Development Agenda in Russia

The Accounts Chamber of the Russian Federation does not stay apart from the implementation of the Sustainable Development Agenda both at the national and international levels. Now we are glad to present the latest developments in auditing sustainable development in Russia and opinions of prominent experts from around the world.

As a strategic partner of the Government, we have conducted an analysis of the readiness of the public administration system to implement the Agenda for Sustainable Development. We can say that in general Russia meets the requirements of the United Nations and makes a valuable contribution to the achievement of SDGs, but there still remain some growth points. 

“The analysis showed that the goals and objectives of Russian strategic planning documents are in line with all the 17 SDGs. However, we cannot put together the Agenda for Russia or say that we understand how to achieve the goals or how to manage the system. The root cause is the lack of established cooperation between public agencies with regard to the Agenda implementation,” – stated the Accounts Chamber Member of the Board Dmitry Zaitsev. 

As a result, responsible parties have not been identified for 25% or 58 SDG indicators out of 232, and no body or official is formally in charge of the comprehensive implementation of the Goals. According to Dmitry Zaitsev, first of all, it is necessary to identify a responsible body and establish effective interagency cooperation to make the implementation of the UN 2030 Agenda more efficient. 

In this issue of the Journal we will try to give a comprehensive picture of the SDG progress in Russia, highlight the key aspects of the SDG audit we have conducted, and take a look at the subject from different points of view through the opinions presented by Russian and foreign experts.
