The Accounts Chamber of the Russian Federation builds up interaction with foreign supreme audit institutions (SAIs) based on bilateral cooperation framework agreements. There are currently 69 such documents in force. The main goal of the Accounts Chamber in bilateral relations is to use the best practices of the foreign SAIs to improve their own activities.

Bilateral cooperation between the Accounts Chamber of the Russian Federation and the SAIs of other countries makes it possible to effectively transform work, implement big data analysis, develop staff and learn to apply the principles of project management.

In 2019, updated cooperation documents were signed with the US State Audit Office, the Accounts Chamber of Bulgaria and the Audit Office of Indonesia. Updated versions of the agreements with the SAIs of Serbia and Slovakia, as well as the conclusion of an agreement with the SAIs of France, are being worked out.

In addition to the framework documents for cooperation, the Accounts Chamber of the Russian Federation has signed program documents for cooperation with the SAI of the Republic of Belarus (updated annually), the State of Israel (2018 - 2019), the Italian Republic (2018 – 2020), the Kyrgyz Republic (2019 – 2020). 

Another aspect of the Accounts Chamber's bilateral relations is joint and parallel control and expert-analytical activities with other SAIs. This helps to boost the country's foreign economic activities. More than 100 such audits have been performed since 1995. 

Currently, the Accounts Chamber of the Russian Federation actively cooperates with the Eurasian Economic Union (EAEU). The SAIs of the Union member states annually conduct external audits in the EAEU bodies, organize joint checks of compliance with the Protocol on the procedure of crediting and distributing the amounts of import customs duties in the EAEU.

Another active format of bilateral audit cooperation is the annual audit of the Accounts Chamber of the Russian Federation and the State Control Committee of the Republic of Belarus of the Union state budget.

Bilateral audit projects of the Accounts Chamber of the Russian Federation with the SAIs of Armenia, Belarus, Cuba and Slovenia are scheduled for 2020-2021. In 2020, about 30 bilateral seminars on the exchange of experience should be held.
