State Current Adviser of the Russian Federation, 2nd class. 

Mr Simonov was born on April 7, 1958 in Moscow.

In 1980 he graduated from the History Department of Lomonosov Moscow State University. In 1984, he completed a post-graduate course at the Department of Economics of Lomonosov Moscow State University. 

In 1980-1994 he worked in the USSR State Committee on foreign economic relations that later became the Ministry of Foreign Economic Relations of the USSR (of the Russian Federation since 1992).

1996–2000 – employee of the Moscow Interbank Currency Exchange. 

2000-2002 – Vice-President of Rossiyskiy Kredit Bank, JSC.

2002-2004 – Adviser to Vice-Chairs of the Federation Council of the Federal Assembly of the Russian Federation Mr V. Goreglyad and Ms S. Orlova.

2004-2010 – Chief Inspector, Head of Inspection in the Accounts Chamber of the Russian Federation. 

In June 2010, Mr Simonov was appointed Director of Department of the Accounts Chamber of the Russian Federation. 

Reserve officer. 

Professor. Doctor of Economics.

Mr Simonov is the author and co-author of 176 scientific articles, 30 books and other scientific works.

Head of the Department of History at Lomonosov Moscow State University. Professor of the Higher School of Public Audit (Department) of Lomonosov Moscow State University. Member of the Expert Council of the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation. Member of the editorial boards of the academic series Heritage of economic thought as part of Moscow University Bulletin. Series 8.
