Mr Dubinkin was born on December 7, 1962 in Moscow.

In 1984 he graduated from Plekhanov Moscow University of Economics. In 1998, he graduated from the Academy of National Economy under the Government of the Russian Federation (professional retraining) with a degree in finance and law. In 2006 he completed his studies in Durham Business school, Maastricht School of Management (advanced training) and received a degree in "Administrative reform improving public expenditure management." In 2012 he graduated from Financial University under the Government of the Russian Federation (advanced training) with a degree in public finance management.

1986-1996 – Economist, Senior Economist of the State Planning Committee of the Russian Soviet Federative Socialist Republic, leading economist of the Ministry of Economy of the Russian Soviet Federative Socialist Republic, chief specialist, Deputy head of the Consolidated Economic Department of the Ministry of Economy of the Russian Federation.

1996-2005 – Deputy head of the Department, Chief Inspector, Deputy Head of the Inspection, Head of the Inspection of the Accounts Chamber of the Russian Federation.

In May 2005, he was appointed Director of Department of the Accounts Chamber of the Russian Federation.

Married with a son.
