Born on January 8, 1951 in Arkhangelsk.
1972 — graduated from Vologda State Pedagogical University with a degree in “History and social science”.
1972–1986 — served in the Soviet Army, worked as a history teacher at school and a professor at institute in Vologda region.
1986–1988 — worked as a research fellow in the Institute of Scientific Information for Social Sciences of the Academy of Sciences of the USSR. Field — political economy.
1988–1992 — 3rd Secretary of the USSR Embassy in Germany, 2nd Secretary of the Russian Federation Embassy in Germany.
1992–1996 — Senior Professor of the International Economics Department of the Russian Presidential Academy of Public Administration.
1996–2002 — resident correspondent of JSC Editorial office of Tribune newspaper in Budapest (Hungary).
2002–2003 — Adviser to the Chairman of the Federation Council. Head of the Personnel Management and Public Service of the Office of the Federation Council.
2003–2005 — Secretary of the General Council, Secretary of the Presidium of the General Council of the All-Russian Political Party “United Russia”.

On September 19, 2019, on the proposal of the President of the Russian Federation, he was reappointed by the State Duma of the Federal Assembly of the Russian Federation to the position of Auditor of the Accounts Chamber.
